  they are male flowers, every now and then there will be a female flower,with the baby pumpkin at the base,you may assist the polination by picking a male flower and rubbing its stigma gently across the stamen of the female flower to assure each pumpkin ripens,good luck!

  even then, it's normal to have female flowers that don't set. Mini pumpkins are tons of fun, I hope you have a nice pile.
